But the wealthy know this, and keep their salaries low, and other sources of income high. "So make the rich pay higher capital gains taxes" They'll simply use debt to dodge the taxes. "Tax them anyway" Congrats, now your economy is broken. We live in a capitalist world, and you have to think of countries like companies. If you are a multi millionaire, you have the freedom to choose the country (company) you'll be doing business with. If the US suddenly decides to massively increase capital gains tax and creates "investment" taxes, the wealthy will simply take their money elsewhere and the US economy will tank. You will see way less real estate development, waayyyy less investment in startups and consequently way less disruptive technologies and companies, etc
